Here is the latest weather bulletin issued by the Hong Kong Observatory.

The northeast monsoon is bringing cooler weather to southern China. Locally, temperatures over many places around noon were two to three degrees lower than those of yesterday.

At noon, Tropical Storm Aere was centred about 140 kilometres northeast of Dongsha. It is forecast to be slow-moving and linger over the northern part of the South China Sea.

Weather forecast for this afternoon and tonight

Mainly cloudy. Dry with sunny intervals in the afternoon. One or two rain patches tonight. Moderate to fresh northerly winds, occasionally strong on high ground.

Outlook : Windy with a few rain patches in the next couple of days. Cooler in the morning.

    Weather Situation:
    The northeast monsoon is affecting the south China coastal waters.

    At noon, Tropical Storm Aere with maximum sustained winds of about 75 kilometres per hour near its centre was located at 21.7 degrees north, 117.5 degrees east. It is forecast to be slow-moving and linger over the northern part of the South China Sea.

    North force 4 to 5, occasionally force 6.
    Isolated showers and thunderstorms.
    Moderate to rough seas.

    Nan'ao:
    Cyclonic force 7 to 8.

    Tropical Cyclone Warning

    At 090300 UTC, Tropical Storm Aere (1619) with central pressure 990 hectopascals was centred within 90 nautical miles of two one point seven degrees north (21.7 N) one one seven point five degrees east (117.5 E) and is forecast to be slow moving for the next 24 hours.

    Maximum winds near the centre are estimated to be 40 knots.

    Radius of over 33 knot winds 30 nautical miles.
    Radius of over 2 metre waves 120 nautical miles over northern semicircle, 90 nautical miles elsewhere.

    Two zero point seven degrees north (20.7 N)
    One one six point three degrees east (116.3 E)
    Maximum winds 35 knots.

    The Hong Kong Observatory's tropical cyclone warnings for shipping are issued about one and a half hours after the time of observation. They incorporate additional information derived from surface and upper-air data and may therefore be slightly different from the real-time satellite or radar-based positions given in the hourly bulletins for public.

    While the forecast positions and track indicate the most likely future path of the tropical cyclone, they may deviate from the actual path taken by the storm.

Yesterday's (08 Oct 2016) average ambient gamma radiation
dose rate taken outdoors in Hong Kong ranged from 0.08 to
0.14 microsievert per hour.  These are within the normal
range of fluctuation of the background radiation level in
Hong Kong (see Note). The average dose rates measured at the
radiation monitoring stations over various parts of the
territory were as follows :

    1. From readings taken at various locations in Hong Kong during
the period 1987-2015, the background ambient gamma radiation
levels may vary between 0.06 and 0.30 microsievert per hour.

    2. The extent of health effects to a person as a result of
exposure to radiation is expressed by a physical quantity
called equivalent dose, in unit of sievert.  Protective
action may be required if there is an increase in the
ambient gamma dose rate above background such that the total
additional dose is expected to exceed 5000 microsieverts in
a relatively short period of time. For example, a dose of
5000 microsieverts may be reached when the ambient gamma
dose rate is 1000 microsieverts per hour (several thousand
times above background) and lasts for 5 hours.

    3. The readings of ambient gamma radiation level from
instrument are expressed in unit of gray, which is
numerically equal to the gamma dose expressed in sievert.
