    Weather information for south China coastal waters issued by the Hong Kong Observatory at 9:30 a.m. on 17 October 2016

    Warnings:
    Storm force winds in Shangchuan Dao. Gale force winds in Nan'ao, Shanwei and south of Hong Kong. Strong winds in Hong Kong adjacent waters.

    Weather Situation:
    The northeast monsoon is affecting the south China coastal waters.

    At 9 a.m., Typhoon Sarika with maximum sustained winds of about 140 kilometres per hour near its centre was located at 17.0 degrees north, 114.5 degrees east. It is forecast to move west or west-northwest at about 20 kilometres per hour across the central part of the South China Sea and intensify gradually.

    Hong Kong Adjacent Waters:
    Northeast force 5 to 6, up to force 7 later.
    Squally showers later.
    Moderate to rough seas.

    Nan'ao and Shanwei:
    Northeast force 7, occasionally force 8.
    Isolated squally showers and thunderstorms.

    South of Hong Kong:
    East to northeast force 7 to 8, up to force 9 in south later.
    Frequent squally showers and thunderstorms.

    Tropical Cyclone Warnings

    Tropical Cyclone Bulletin

    Here is the latest Tropical Cyclone Bulletin issued by the Hong Kong Observatory.

    The Standby Signal, No. 1 is in force.

    This means that a tropical cyclone now centred within about 800 kilometres of Hong Kong may affect us.

    At 10 a.m., Typhoon Sarika was estimated to be about 580 kilometres south of Hong Kong (near 17.1 degrees north 114.4 degrees east) and is forecast to move west-northwest at about 20 kilometres per hour across the central part of the South China Sea and intensify gradually.

    According to the present forecast track, local winds generally will strengthen progressively today.

    The Observatory will issue the Strong Wind Signal, No. 3 between noon and 2:00 p.m.

    The outer rainbands of Sarika are expected to move close to and affect the coast of Guangdong this afternoon, squally showers will start to affect Hong Kong and there will also be swells. Members of the public are advised to stay away from the shoreline and not to engage in water sports.

    1. Some precautions against damage should be taken now, gutters and drains should be cleared of obstructions. Hinges, bolts, locks and shutters of windows and doors should be checked.

    2. People living in wooden huts and in low-lying areas should take necessary precautions against strong winds and flooding.

    3. Engineers, architects and contractors should make sure that scaffoldings, hoardings and other temporary structures are secured.

    4. All small vessels including low power vessels and fishing vessels in open sea should seek shelter as soon as possible. Please take any precautions necessary for small vessels and secure them properly with moorings.

    5. Listen to radio, watch TV or browse the Hong Kong Observatory's web site for information on the tropical cyclone.

    Tropical Cyclone Warning

    At 170000 UTC, Typhoon Sarika (1621) with central pressure 960 hectopascals was centred within 60 nautical miles of one seven point zero degrees north (17.0 N) one one four point five degrees east (114.5 E) and is forecast to move west-northwest at about 10 knots for the next 24 hours.

    Maximum winds near the centre are estimated to be 75 knots.

    Radius of over 33 knot winds 180 nautical miles over northern semicircle, 120 nautical miles elsewhere.
    Radius of over 47 knot winds 90 nautical miles.
    Radius of over 63 knot winds 30 nautical miles.
    Radius of over 2 metre waves 270 nautical miles over northern semicircle, 180 nautical miles elsewhere.

    The Hong Kong Observatory's tropical cyclone warnings for shipping are issued about one and a half hours after the time of observation. They incorporate additional information derived from surface and upper-air data and may therefore be slightly different from the real-time satellite or radar-based positions given in the hourly bulletins for public.

    While the forecast positions and track indicate the most likely future path of the tropical cyclone, they may deviate from the actual path taken by the storm.

Yesterday's (16 Oct 2016) average ambient gamma radiation
dose rate taken outdoors in Hong Kong ranged from 0.08 to
0.15 microsievert per hour.  These are within the normal
range of fluctuation of the background radiation level in
Hong Kong (see Note). The average dose rates measured at the
radiation monitoring stations over various parts of the
territory were as follows :

    1. From readings taken at various locations in Hong Kong during
the period 1987-2015, the background ambient gamma radiation
levels may vary between 0.06 and 0.30 microsievert per hour.

    2. The extent of health effects to a person as a result of
exposure to radiation is expressed by a physical quantity
called equivalent dose, in unit of sievert.  Protective
action may be required if there is an increase in the
ambient gamma dose rate above background such that the total
additional dose is expected to exceed 5000 microsieverts in
a relatively short period of time. For example, a dose of
5000 microsieverts may be reached when the ambient gamma
dose rate is 1000 microsieverts per hour (several thousand
times above background) and lasts for 5 hours.

    3. The readings of ambient gamma radiation level from
instrument are expressed in unit of gray, which is
numerically equal to the gamma dose expressed in sievert.
