    Warnings:
    Storm force winds in Shangchuan Dao. Gale force winds in Nan'ao, Shanwei and south of Hong Kong. Strong winds in Hong Kong adjacent waters.

    Weather Situation:
    The northeast monsoon is affecting the south China coastal waters.

    At noon, Typhoon Sarika with maximum sustained winds of about 140 kilometres per hour near its centre was located at 17.3 degrees north, 114.0 degrees east. It is forecast to move west-northwest at about 20 kilometres per hour across the central part of the South China Sea and intensify gradually.

    Area forecasts for the next 24 hours

    Hong Kong Adjacent Waters:
    Northeast force 5 to 6, up to force 7 later.
    Squally showers later.
    Moderate to rough seas.

    Nan'ao and Shanwei:
    Northeast force 7, occasionally force 8.
    Isolated squally showers and thunderstorms.
    Rough to very rough seas.

    South of Hong Kong:
    East to northeast force 7 to 8, up to force 9 in south later.
    Frequent squally showers and thunderstorms.

    Tropical Cyclone Warnings

    Tropical Cyclone Bulletin

    Here is the latest Tropical Cyclone Bulletin issued by the Hong Kong Observatory.

    The Standby Signal, No. 1 is in force.

    This means that a tropical cyclone now centred within about 800 kilometres of Hong Kong may affect us.

    At noon, Typhoon Sarika was estimated to be about 550 kilometres south of Hong Kong (near 17.3 degrees north 114.0 degrees east) and is forecast to move west-northwest at about 20 kilometres per hour across the central part of the South China Sea and intensify gradually.

    In the past few hours, winds over offshore waters have strengthened. Under the combined effect of the northeast monsoon and Sarika, local winds generally will strengthen progressively today.

    The Observatory will issue the Strong Wind Signal, No. 3 between noon and 2:00 p.m.

    The outer rainbands of Sarika are expected to move close to and affect the coast of Guangdong this afternoon, squally showers will start to affect Hong Kong and there will also be swells. Members of the public are advised to stay away from the shoreline and not to engage in water sports.

    1. Some precautions against damage should be taken now, gutters and drains should be cleared of obstructions. Hinges, bolts, locks and shutters of windows and doors should be checked.

    2. People living in wooden huts and in low-lying areas should take necessary precautions against strong winds and flooding.

    3. Those who have definite duties during a tropical cyclone should now remain on call or contact their control centres from time to time.

    4. If you are planning to visit Guangdong, Macau, any of the off-shore islands or remote parts of Hong Kong, you are reminded that changes in weather may affect your plans.

    5. Owners of shop signs, advertisements and TV aerials which overhang public thoroughfares or which are situated on tops of buildings should make sure that the fastenings and framework of these structures are secured.

    Tropical Cyclone Warning

    At 170300 UTC, Typhoon Sarika (1621) with central pressure 955 hectopascals was centred within 30 nautical miles of one seven point four degrees north (17.4 N) one one three point nine degrees east (113.9 E) and is forecast to move west-northwest at about 10 knots for the next 24 hours.

    Maximum winds near the centre are estimated to be 80 knots.

    Radius of over 33 knot winds 210 nautical miles over northern semicircle, 150 nautical miles elsewhere.
    Radius of over 47 knot winds 90 nautical miles.
    Radius of over 63 knot winds 30 nautical miles.
    Radius of over 2 metre waves 300 nautical miles over northern semicircle, 210 nautical miles elsewhere.

    One one zero point six degrees east (110.6 E)
    Maximum winds 95 knots.

    The Hong Kong Observatory's tropical cyclone warnings for shipping are issued about one and a half hours after the time of observation. They incorporate additional information derived from surface and upper-air data and may therefore be slightly different from the real-time satellite or radar-based positions given in the hourly bulletins for public.

    While the forecast positions and track indicate the most likely future path of the tropical cyclone, they may deviate from the actual path taken by the storm.

Yesterday's (16 Oct 2016) average ambient gamma radiation
dose rate taken outdoors in Hong Kong ranged from 0.08 to
0.15 microsievert per hour.  These are within the normal
range of fluctuation of the background radiation level in
Hong Kong (see Note). The average dose rates measured at the
radiation monitoring stations over various parts of the
territory were as follows :

Note

      

    1. From readings taken at various locations in Hong Kong during
the period 1987-2015, the background ambient gamma radiation
levels may vary between 0.06 and 0.30 microsievert per hour.

    2. The extent of health effects to a person as a result of
exposure to radiation is expressed by a physical quantity
called equivalent dose, in unit of sievert.  Protective
action may be required if there is an increase in the
ambient gamma dose rate above background such that the total
additional dose is expected to exceed 5000 microsieverts in
a relatively short period of time. For example, a dose of
5000 microsieverts may be reached when the ambient gamma
dose rate is 1000 microsieverts per hour (several thousand
times above background) and lasts for 5 hours.

    3. The readings of ambient gamma radiation level from
instrument are expressed in unit of gray, which is
numerically equal to the gamma dose expressed in sievert.
