    Weather information for south China coastal waters issued by the Hong Kong Observatory at 7:30 p.m. on 17 October 2016

    Warnings:
    Storm force winds in Shangchuan Dao. Gale force winds in Shanwei and south of Hong Kong. Strong winds in Hong Kong adjacent waters and Nan'ao.

    Weather Situation:
    The northeast monsoon is affecting the south China coastal waters.

    At 7 p.m., Severe Typhoon Sarika with maximum sustained winds of about 155 kilometres per hour near its centre was located at 17.7 degrees north, 112.6 degrees east, it is forecast to move west-northwest at about 18 kilometres per hour across the central part of the South China Sea. Besides, tropical cyclone Heima will be intensify gradually in the next couple of days in the general direction of the northern part of Luzone, entering the northern part of the South China Sea on Thursday.

    The Airport Meteorological Office is responsible for monitoring hazardous weather and phenomena in the atmosphere that may affect the safety of aircraft operations within a designated airspace over the northern part of the South China Sea.     Tropical Cyclone Bulletin

    Here is the latest Tropical Cyclone Bulletin issued by the Hong Kong Observatory.

    The Strong Wind Signal, No. 3 is in force.

    This means that winds with mean speeds of 41 to 62 kilometres per hour are expected.

    At 7 p.m., Severe Typhoon Sarika was estimated to be about 540 kilometres south-southwest of Hong Kong (near 17.7 degrees north 112.6 degrees east) and is forecast to move west-northwest at about 18 kilometres per hour across the central part of the South China Sea.

    According to the present forecast track, Sarika will maintain a distance of about 500 kilometres or more from Hong Kong. The Strong Wind Signal, No. 3 is expected to remain in force overnight.

    Since seas are rough and there are swells, members of the public are advised to stay away from the shoreline and not to engage in water sports.

    In the past hour, the maximum sustained winds recorded at Waglan Island were 67 kilometres per hour.

    1. Storm water drains should be cleared of leaves and rubbish, this applies particularly to dwellers in low-lying areas.

    2. Small craft owners should now complete arrangements for the safety of their boats.

    3. Fishing vessels not yet in typhoon shelters should seek shelter without delay. Check again that all deck fittings are firmly fastened. If available, heavy anchors should be prepared and used in addition to regular anchors.

    4. Listen to radio, watch TV or browse the Hong Kong Observatory's web site for information on the tropical cyclone.

    Tropical Cyclone Warning

    Typhoon Sarika (1621) has intensified into a Severe Typhoon with central pressure 950 hectopascals. At 170900 UTC, it was centred within 30 nautical miles of one seven point six degrees north (17.6 N) one one two point seven degrees east (112.7 E) and is forecast to move west-northwest at about 8 knots for the next 24 hours.

    Maximum winds near the centre are estimated to be 85 knots.

    Radius of over 33 knot winds 240 nautical miles over northern semicircle, 180 nautical miles elsewhere.
    Radius of over 47 knot winds 120 nautical miles over northern semicircle, 90 nautical miles elsewhere.
    Radius of over 63 knot winds 60 nautical miles.
    Radius of over 2 metre waves 300 nautical miles over northern semicircle, 240 nautical miles elsewhere.

    One nine point three degrees north (19.3 N)
    One one zero point zero degrees east (110.0 E)
    Maximum winds 80 knots.

    The Hong Kong Observatory's tropical cyclone warnings for shipping are issued about one and a half hours after the time of observation. They incorporate additional information derived from surface and upper-air data and may therefore be slightly different from the real-time satellite or radar-based positions given in the hourly bulletins for public.

    While the forecast positions and track indicate the most likely future path of the tropical cyclone, they may deviate from the actual path taken by the storm.

Yesterday's (16 Oct 2016) average ambient gamma radiation
dose rate taken outdoors in Hong Kong ranged from 0.08 to
0.15 microsievert per hour.  These are within the normal
range of fluctuation of the background radiation level in
Hong Kong (see Note). The average dose rates measured at the
radiation monitoring stations over various parts of the
territory were as follows :

    1. From readings taken at various locations in Hong Kong during
the period 1987-2015, the background ambient gamma radiation
levels may vary between 0.06 and 0.30 microsievert per hour.

    2. The extent of health effects to a person as a result of
exposure to radiation is expressed by a physical quantity
called equivalent dose, in unit of sievert.  Protective
action may be required if there is an increase in the
ambient gamma dose rate above background such that the total
additional dose is expected to exceed 5000 microsieverts in
a relatively short period of time. For example, a dose of
5000 microsieverts may be reached when the ambient gamma
dose rate is 1000 microsieverts per hour (several thousand
times above background) and lasts for 5 hours.

    3. The readings of ambient gamma radiation level from
instrument are expressed in unit of gray, which is
numerically equal to the gamma dose expressed in sievert.
