Here is the latest weather bulletin issued by the Hong Kong Observatory.

Sarika moved across the central part of the South China Sea, and intensified from a typhoon into a severe typhoon yesterday. The outer rainband affected the south China coast gradually. Locally, there were sunny intervals yesterday morning and became cloudy with a few squally showers later. Under the combined effect of Sarika and the northeast monsoon, it will be windy with squally showers over the south China coast. Besides, Haima intensified from a severe typhoon into a super typhoon yesterday. It is expected to move in the general direction of the northern part of Luzon today and tomorrow.

Weather forecast for Hong Kong (Tuesday, 18 Oct 2016)

Fresh to strong easterly winds, occasionally gale force offshore at first. Cloudy to overcast with rain and squalls. Rain will be heavy at times. Temperatures will range between 23 and 26 degrees. There will be rough seas and swells.

Outlook : Rain will ease off gradually in the following couple of days. There will be showers and squalls again towards weekend.

    Weather information for south China coastal waters issued by the Hong Kong Observatory at 11:30 p.m. on 17 October 2016

    Warnings:
    Hurricane force winds in Shangchuan Dao. Storm force winds in south of Hong Kong. Gale force winds in Hong Kong adjacent waters and Shanwei. Strong winds in Nan'ao.

    Weather Situation:
    The northeast monsoon is affecting the south China coastal waters.

    At 11 p.m., Severe Typhoon Sarika with maximum sustained winds of about 155 kilometres per hour near its centre was located at 17.9 degrees north, 112.1 degrees east. It is forecast to move west-northwest at about 15 kilometres per hour towards Hainan. Besides, Tropical Cyclone Haima will continue to intensify and move in the general direction of the northern part of Luzon in the next couple of days, and enter the northern part of South China Sea in the latter part of this week.

    East force 6 to 7, occasionally force 8 at first.
    Some rain and squally thunderstorms. Rain will be heavy at times.
    Rough to very rough seas.

    Nan'ao:

    Shanwei:
    East to northeast force 6 to 7, up to force 8 in south at first.

    Shangchuan Dao:

    Tropical Cyclone Bulletin

    Here is the latest Tropical Cyclone Bulletin issued by the Hong Kong Observatory.

    The Strong Wind Signal, No. 3 is in force.

    This means that winds with mean speeds of 41 to 62 kilometres per hour are expected.

    At midnight, Severe Typhoon Sarika was estimated to be about 530 kilometres south-southwest of Hong Kong (near 18.0 degrees north 111.9 degrees east) and is forecast to move west-northwest at about 15 kilometres per hour towards Hainan.

    Tropical Cyclone Warning

    At 171500 UTC, Severe Typhoon Sarika (1621) with central pressure 950 hectopascals was centred within 60 nautical miles of one eight point zero degrees north (18.0 N) one one two point zero degrees east (112.0 E) and is forecast to move west-northwest at about 8 knots for the next 24 hours.

    Maximum winds near the centre are estimated to be 85 knots.

    Radius of over 33 knot winds 240 nautical miles over northern semicircle, 180 nautical miles elsewhere.
    Radius of over 47 knot winds 120 nautical miles over northern semicircle, 90 nautical miles elsewhere.
    Radius of over 63 knot winds 60 nautical miles.
    Radius of over 2 metre waves 330 nautical miles over northern semicircle, 270 nautical miles elsewhere.

    One nine point seven degrees north (19.7 N)
    One zero nine point four degrees east (109.4 E)
    Maximum winds 70 knots.

    The Hong Kong Observatory's tropical cyclone warnings for shipping are issued about one and a half hours after the time of observation. They incorporate additional information derived from surface and upper-air data and may therefore be slightly different from the real-time satellite or radar-based positions given in the hourly bulletins for public.

    While the forecast positions and track indicate the most likely future path of the tropical cyclone, they may deviate from the actual path taken by the storm.

Yesterday's (17 Oct 2016) average ambient gamma radiation
dose rate taken outdoors in Hong Kong ranged from 0.08 to
0.15 microsievert per hour.  These are within the normal
range of fluctuation of the background radiation level in
Hong Kong (see Note). The average dose rates measured at the
radiation monitoring stations over various parts of the
territory were as follows :

    1. From readings taken at various locations in Hong Kong during
the period 1987-2015, the background ambient gamma radiation
levels may vary between 0.06 and 0.30 microsievert per hour.

    2. The extent of health effects to a person as a result of
exposure to radiation is expressed by a physical quantity
called equivalent dose, in unit of sievert.  Protective
action may be required if there is an increase in the
ambient gamma dose rate above background such that the total
additional dose is expected to exceed 5000 microsieverts in
a relatively short period of time. For example, a dose of
5000 microsieverts may be reached when the ambient gamma
dose rate is 1000 microsieverts per hour (several thousand
times above background) and lasts for 5 hours.

    3. The readings of ambient gamma radiation level from
instrument are expressed in unit of gray, which is
numerically equal to the gamma dose expressed in sievert.
