    Weather information for south China coastal waters issued by the Hong Kong Observatory at 5:30 a.m. on 18 October 2016

    Warnings:
    Hurricane force winds in Shangchuan Dao. Gale force winds in Hong Kong adjacent waters, Shanwei and south of Hong Kong. Strong winds in Nan'ao.

    Weather Situation:
    The northeast monsoon is affecting the south China coastal waters.

    At 5 a.m., Severe Typhoon Sarika with maximum sustained winds of about 155 kilometres per hour near its centre was located at 18.4 degrees north, 111.3 degrees east. It is forecast to move northwest or west-northwest at about 15 kilometres per hour towards Hainan. Besides, Tropical Cyclone Haima will continue to intensify and move in the general direction of the northern part of Luzon in the next couple of days, and enter the northern part of the South China Sea in the latter part of this week.

    Hong Kong Adjacent Waters:
    East force 6 to 7, occasionally force 8 at first.
    Some rain and squally thunderstorms. Rain will be heavy at times.
    Rough to very rough seas.

    Nan'ao:
    East to northeast force 6 to 7.
    Squally showers and thunderstorms.
    Rough seas.

    Shanwei:
    East to northeast force 6 to 7, occasionally force 8 in south at first.
    Squally showers and thunderstorms.
    Rough to very rough seas.

    South of Hong Kong:
    East to northeast force 7 to 8, up to force 9 at first.
    Frequent squally showers and thunderstorms.
    Very rough to high seas.

    Shangchuan Dao:
    East to northeast force 9 to 10, up to force 12 in south at first.
    Frequent heavy squally showers and thunderstorms.
    High to very high seas.

    Outlook for the next 48 hours

    Tropical Cyclone Bulletin

    Here is the latest Tropical Cyclone Bulletin issued by the Hong Kong Observatory.

    The Strong Wind Signal, No. 3 is in force.

    This means that winds with mean speeds of 41 to 62 kilometres per hour are expected.

    At 5 a.m., Severe Typhoon Sarika was estimated to be about 530 kilometres southwest of Hong Kong (near 18.4 degrees north 111.3 degrees east) and is forecast to move northwest or west-northwest at about 15 kilometres per hour towards Hainan.

    Sarika continues to track towards Hainan steadily, skirting at a distance of around 500 kilometres or more to the southwest of Hong Kong. After Sarika makes landfall at Hainan around noon today, its direct threat to Hong Kong will then decrease. Under the combined effect of Sarika and the northeast monsoon, strong winds are expected to persist over offshore waters for most of the time today. The Observatory will consider issuing the Strong Monsoon Signal to replace the Strong Wind Signal, No. 3 later today.

    Since seas are rough and there are swells, members of the public are advised to stay away from the shoreline and not to engage in water sports.

    In the past hour, the maximum sustained winds recorded at Waglan Island were 61 kilometres per hour.

    1. Storm water drains should be cleared of leaves and rubbish, this applies particularly to dwellers in low-lying areas.

    2. Fishing vessels not yet in typhoon shelters should seek shelter without delay. Check again that all deck fittings are firmly fastened. If available, heavy anchors should be prepared and used in addition to regular anchors.

    3. Listen to radio, watch TV or browse the Hong Kong Observatory's web site for information on the tropical cyclone.

    Tropical Cyclone Warning

    At 171800 UTC, Severe Typhoon Sarika (1621) with central pressure 950 hectopascals was centred within 60 nautical miles of one eight point two degrees north (18.2 N) one one one point six degrees east (111.6 E) and is forecast to move northwest or west-northwest at about 8 knots for the next 24 hours.

    Maximum winds near the centre are estimated to be 85 knots.

    Radius of over 33 knot winds 210 nautical miles over northern semicircle, 180 nautical miles elsewhere.
    Radius of over 47 knot winds 90 nautical miles.
    Radius of over 63 knot winds 60 nautical miles.
    Radius of over 2 metre waves 330 nautical miles over northern semicircle, 270 nautical miles elsewhere.

    One zero eight point nine degrees east (108.9 E)
    Maximum winds 65 knots.

    The Hong Kong Observatory's tropical cyclone warnings for shipping are issued about one and a half hours after the time of observation. They incorporate additional information derived from surface and upper-air data and may therefore be slightly different from the real-time satellite or radar-based positions given in the hourly bulletins for public.

    While the forecast positions and track indicate the most likely future path of the tropical cyclone, they may deviate from the actual path taken by the storm.

Yesterday's (17 Oct 2016) average ambient gamma radiation
dose rate taken outdoors in Hong Kong ranged from 0.08 to
0.15 microsievert per hour.  These are within the normal
range of fluctuation of the background radiation level in
Hong Kong (see Note). The average dose rates measured at the
radiation monitoring stations over various parts of the
territory were as follows :

    1. From readings taken at various locations in Hong Kong during
the period 1987-2015, the background ambient gamma radiation
levels may vary between 0.06 and 0.30 microsievert per hour.

    2. The extent of health effects to a person as a result of
exposure to radiation is expressed by a physical quantity
called equivalent dose, in unit of sievert.  Protective
action may be required if there is an increase in the
ambient gamma dose rate above background such that the total
additional dose is expected to exceed 5000 microsieverts in
a relatively short period of time. For example, a dose of
5000 microsieverts may be reached when the ambient gamma
dose rate is 1000 microsieverts per hour (several thousand
times above background) and lasts for 5 hours.

    3. The readings of ambient gamma radiation level from
instrument are expressed in unit of gray, which is
numerically equal to the gamma dose expressed in sievert.
