Here is the latest weather bulletin issued by the Hong Kong Observatory.

Tropical Cyclone Haima crossed the northern part of Luzon yesterday morning and weakened from a super typhoon into a severe typhoon. Under the influence of the outer subsiding air of Haima, there were sunny periods and haze over the territory yesterday. Haima is expected to make landfall over the coast of eastern Guangdong today. There will be frequent heavy rain with squalls over the region. Seas will be rough with swells.

Weather forecast for Hong Kong (Friday, 21 Oct 2016)

Fresh to strong north to northwesterly winds, gales offshore. Overcast with frequent squalls and heavy rain. Seas will be rough with swells. Winds will become west to southwesterlies later. Temperatures will range between 24 and 28 degrees.

Outlook : Rain will ease off later on Saturday. Weather will improve early next week.

Warnings:
Hurricane force winds in Hong Kong adjacent waters, Nan'ao, Shanwei and south of Hong Kong. Gale force winds in Shangchuan Dao.

Weather Situation:
At midnight, Severe Typhoon Haima with maximum sustained winds of about 155 kilometres per hour near its centre was located near 20.1 degrees north, 116.7 degrees east. It is forecast to move northwest at about 25 kilometres per hour towards the vicinity east of the Pearl River Estuary.

North force 7 to 8, becoming west to southwest force 11 to 12.
Frequent squally showers and thunderstorms.
Rough to very rough seas, becoming phenomenal.

Significant Weather Information (SIGMET)

The Airport Meteorological Office is responsible for monitoring hazardous weather and phenomena in the atmosphere that may affect the safety of aircraft operations within a designated airspace over the northern part of the South China Sea. Weather forecasters at the Airport Meteorological Office issues SIGMET information when hazardous weather and phenomena in the atmosphere such as thunderstorms, tropical cyclones, turbulence, icing occur or are expected to occur in the airspace.

Tropical Cyclone Bulletin

Here is the latest Tropical Cyclone Bulletin issued by the Hong Kong Observatory.

The Strong Wind Signal, No. 3 is in force.

This means that winds with mean speeds of 41 to 62 kilometres per hour are expected.

At midnight, Severe Typhoon Haima was estimated to be about 360 kilometres southeast of Hong Kong (near 20.1 degrees north 116.7 degrees east) and is forecast to move northwest at about 25 kilometres per hour towards the vicinity east of the Pearl River Estuary.

Haima is rather intact and is moving closer to Hong Kong steadily, posing substantial threat to the territory. According the present forecast track, the Observatory will consider issuing No. 8 Gale or Storm Signal in the morning on Friday.

At present, local winds are mainly from the north. Owing to terrain effect, winds have not been strengthened significantly. However, winds are expected to strengthen rapidly with frequent squalls and heavy rain in the small hours. There may also be flooding in low-lying areas. Members of the public should take all precautions as soon as possible, stay away from the shoreline, and not to engage in water sports.

1. You are advised not to delay in taking all precautions to protect your home or property. Make sure now that all loose objects are secure. Porch furniture, flower pots and other objects likely to be blown away should be taken indoors. Check again and make sure all windows and doors can be securely locked.

2. Storm water drains should be cleared of leaves and rubbish, this applies particularly to dwellers in low-lying areas.

3. Since seas will be rough and there will be swells, you are advised to stay away from the shoreline and not to engage in water sports.

4. People should avoid walking or working in areas exposed to gales and squalls. Drivers using highways and flyovers should be alert to violent gusts.

5. Fishing vessels not yet in typhoon shelters should seek shelter without delay. Check again that all deck fittings are firmly fastened. If available, heavy anchors should be prepared and used in addition to regular anchors.

6. Listen to radio, watch TV or browse the Hong Kong Observatory's web site for information on the tropical cyclone.

Tropical Cyclone Warning

At 201500 UTC, Severe Typhoon Haima (1622) with central pressure 950 hectopascals was centred within 30 nautical miles of two zero point zero degrees north (20.0 N) one one six point nine degrees east (116.9 E) and is forecast to move northwest at about 14 knots for the next 12 hours.

Maximum winds near the centre are estimated to be 85 knots.

Radius of over 33 knot winds 150 nautical miles over eastern semicircle, 180 nautical miles elsewhere.
Radius of over 47 knot winds 100 nautical miles.
Radius of over 63 knot winds 45 nautical miles.
Radius of over 2 metre waves 300 nautical miles over eastern semicircle, 240 nautical miles elsewhere.

Two four point five degrees north (24.5 N)
One one four point six degrees east (114.6 E)
Maximum winds 55 knots.

The Hong Kong Observatory's tropical cyclone warnings for shipping are issued about one and a half hours after the time of observation. They incorporate additional information derived from surface and upper-air data and may therefore be slightly different from the real-time satellite or radar-based positions given in the hourly bulletins for public.

While the forecast positions and track indicate the most likely future path of the tropical cyclone, they may deviate from the actual path taken by the storm.

Yesterday's (20 Oct 2016) average ambient gamma radiation
dose rate taken outdoors in Hong Kong ranged from 0.08 to
0.14 microsievert per hour.  These are within the normal
range of fluctuation of the background radiation level in
Hong Kong (see Note). The average dose rates measured at the
radiation monitoring stations over various parts of the

Note
  1. From readings taken at various locations in Hong Kong during the period 1987-2015, the background ambient gamma radiation levels may vary between 0.06 and 0.30 microsievert per hour.
  2. The extent of health effects to a person as a result of exposure to radiation is expressed by a physical quantity called equivalent dose, in unit of sievert. Protective action may be required if there is an increase in the ambient gamma dose rate above background such that the total additional dose is expected to exceed 5000 microsieverts in a relatively short period of time. For example, a dose of 5000 microsieverts may be reached when the ambient gamma dose rate is 1000 microsieverts per hour (several thousand times above background) and lasts for 5 hours.
  3. The readings of ambient gamma radiation level from instrument are expressed in unit of gray, which is numerically equal to the gamma dose expressed in sievert.
