    Weather information for south China coastal waters issued by the Hong Kong Observatory at 5:30 a.m. on 21 October 2016

    Warnings:
    Hurricane force winds in Hong Kong adjacent waters, Nan'ao, Shanwei and south of Hong Kong. Gale force winds in Shangchuan Dao.

    Weather Situation:
    At 5 a.m., Typhoon Haima with maximum sustained winds of about 145 kilometres per hour near its centre was located near 20.9 degrees north, 116.3 degrees east. It is forecast to move northwest at about 25 kilometres per hour towards the vicinity east of the Pearl River Estuary.

    North to northwest force 9 to 10, becoming west to southwest force 11 to 12.

    Tropical Cyclone Warnings

    Tropical Cyclone Bulletin

    Here is the latest Tropical Cyclone Bulletin issued by the Hong Kong Observatory.

    The Strong Wind Signal, No. 3 is in force.

    This means that winds with mean speeds of 41 to 62 kilometres per hour are expected.

    At 5 a.m., Typhoon Haima was estimated to be about 270 kilometres southeast of Hong Kong (near 20.9 degrees north 116.3 degrees east) and is forecast to move northwest at about 25 kilometres per hour towards the vicinity east of the Pearl River Estuary.

    Although Haima has weakened slightly, it continues to move closer to Hong Kong, still posing substantial threat to the territory. According to the present forecast track, the No. 8 Gale or Storm Signal is expected to be issued at or before 6:30 a.m.

    Local winds are strengthening gradually, and the outer rainbands of Haima also begin to affect Hong Kong. Squalls and heavy rain are expected. Members of the public should stay on high alert, stay away from the shoreline, and not to engage in water sports.

    In the past hour, the maximum sustained winds recorded at Peng Chau and Chek Lap Kok were 52 and 45 kilometres per hour respectively.

    (Precautionary Announcements with No. 3 Signal)

    1. You are advised not to delay in taking all precautions to protect your home or property. Make sure now that all loose objects are secure. Porch furniture, flower pots and other objects likely to be blown away should be taken indoors. Check again and make sure all windows and doors can be securely locked.

    2. Storm water drains should be cleared of leaves and rubbish, this applies particularly to dwellers in low-lying areas.

    3. Since seas are rough and there are swells, you are advised to stay away from the shoreline and not to engage in water sports.

    4. For safety reasons, it is suggested that all outdoor activities be cancelled.

    5. People should avoid walking or working in areas exposed to gales and squalls. Drivers using highways and flyovers should be alert to violent gusts.

    6. Fishing vessels not yet in typhoon shelters should seek shelter without delay. Check again that all deck fittings are firmly fastened. If available, heavy anchors should be prepared and used in addition to regular anchors.

    7. Listen to radio, watch TV or browse the Hong Kong Observatory's web site for information on the tropical cyclone.

    Tropical Cyclone Warning

    Severe Typhoon Haima (1622) has weakened into a Typhoon with central pressure 955 hectopascals. At 201800 UTC, it was centred within 30 nautical miles of two zero point five degrees north (20.5 N) one one six point five degrees east (116.5 E) and is forecast to move northwest at about 14 knots for the next 12 hours.

    Maximum winds near the centre are estimated to be 80 knots.

    Radius of over 33 knot winds 150 nautical miles over eastern semicircle, 120 nautical miles elsewhere.
    Radius of over 47 knot winds 90 nautical miles.
    Radius of over 63 knot winds 45 nautical miles.
    Radius of over 2 metre waves 300 nautical miles over eastern semicircle, 240 nautical miles elsewhere.

    The Hong Kong Observatory's tropical cyclone warnings for shipping are issued about one and a half hours after the time of observation. They incorporate additional information derived from surface and upper-air data and may therefore be slightly different from the real-time satellite or radar-based positions given in the hourly bulletins for public.

    While the forecast positions and track indicate the most likely future path of the tropical cyclone, they may deviate from the actual path taken by the storm.

Yesterday's (20 Oct 2016) average ambient gamma radiation
dose rate taken outdoors in Hong Kong ranged from 0.08 to
0.14 microsievert per hour.  These are within the normal
range of fluctuation of the background radiation level in
Hong Kong (see Note). The average dose rates measured at the
radiation monitoring stations over various parts of the
territory were as follows :

    1. From readings taken at various locations in Hong Kong during
the period 1987-2015, the background ambient gamma radiation
levels may vary between 0.06 and 0.30 microsievert per hour.

    2. The extent of health effects to a person as a result of
exposure to radiation is expressed by a physical quantity
called equivalent dose, in unit of sievert.  Protective
action may be required if there is an increase in the
ambient gamma dose rate above background such that the total
additional dose is expected to exceed 5000 microsieverts in
a relatively short period of time. For example, a dose of
5000 microsieverts may be reached when the ambient gamma
dose rate is 1000 microsieverts per hour (several thousand
times above background) and lasts for 5 hours.

    3. The readings of ambient gamma radiation level from
instrument are expressed in unit of gray, which is
numerically equal to the gamma dose expressed in sievert.
