Here is the latest weather bulletin issued by the Hong Kong Observatory.

The winter monsoon is bringing dry weather to the coastal areas of Guangdong. Locally, the relative humidity over many places stayed around 50 per cent this afternoon.

At 4 p.m., Severe Tropical Storm Nock-ten was centred about 490 kilometres north-northeast of Nansha Dao. It is forecast to move southwest at about 14 kilometres per hour across the central part of the South China Sea and weaken gradually.

Weather forecast for tonight and tomorrow

Mainly fine and dry at first. Cold tomorrow morning. The minimum temperature will be about 12 degrees in the urban areas, and a couple of degrees lower in the New Territories. Bright periods during the day with a maximum temperature of about 15 degrees. Moderate to fresh northerly winds, strong offshore and on high ground.

Outlook : Still rather cool in the following couple of days.

    Weather Situation:
    An intense northeast monsoon is affecting the south China coastal waters.

    At 4 p.m., Severe Tropical Storm Nock-ten with maximum sustained winds of about 90 kilometres per hour near its centre was located at 14.6 degrees north, 115.8 degrees east. It is forecast to move southwest at about 14 kilometres per hour across the central part of the South China Sea and weaken gradually.

     AN INTENSE NORTHEAST MONSOON IS AFFECTING THE
     COASTAL AREAS OF GUANGDONG.
     TYPHOON NOCK-TEN HAS WEAKENED INTO A SEVERE
     TROPICAL STORM. AT 9 A.M., NOCK-TEN WAS CENTRED
     NEAR 14.9 DEGREES NORTH, 116.2 DEGREES EAST.  IT
     IS FORECAST TO MOVE WEST OR WEST-SOUTHWEST AT
     ABOUT 8 KNOTS ACROSS THE CENTRAL PART OF THE
     SOUTH CHINA SEA AND WEAKEN GRADUALLY.

    Tropical Cyclone Warning

    At 270600 UTC, Severe Tropical Storm Nock-ten (1626) with central pressure 984 hectopascals was centred within 60 nautical miles of one four point seven degrees north (14.7 N) one one five point nine degrees east (115.9 E) and is forecast to move southwest at about 8 knots for the next 24 hours.

    Maximum winds near the centre are estimated to be 50 knots.

    Radius of over 33 knot winds 90 nautical miles over northern semicircle, 60 nautical miles elsewhere.
    Radius of over 47 knot winds 30 nautical miles.
    Radius of over 2 metre waves 120 nautical miles.

    One two point zero degrees north (12.0 N)
    One one two point eight degrees east (112.8 E)
    Maximum winds 30 knots.

    The Hong Kong Observatory's tropical cyclone warnings for shipping are issued about one and a half hours after the time of observation. They incorporate additional information derived from surface and upper-air data and may therefore be slightly different from the real-time satellite or radar-based positions given in the hourly bulletins for public.

    While the forecast positions and track indicate the most likely future path of the tropical cyclone, they may deviate from the actual path taken by the storm.

    1. From readings taken at various locations in Hong Kong during
the period 1987-2015, the background ambient gamma radiation
levels may vary between 0.06 and 0.30 microsievert per hour.

    2. The extent of health effects to a person as a result of
exposure to radiation is expressed by a physical quantity
called equivalent dose, in unit of sievert.  Protective
action may be required if there is an increase in the
ambient gamma dose rate above background such that the total
additional dose is expected to exceed 5000 microsieverts in
a relatively short period of time. For example, a dose of
5000 microsieverts may be reached when the ambient gamma
dose rate is 1000 microsieverts per hour (several thousand
times above background) and lasts for 5 hours.

    3. The readings of ambient gamma radiation level from
instrument are expressed in unit of gray, which is
numerically equal to the gamma dose expressed in sievert.
