    Weather information for south China coastal waters issued by the Hong Kong Observatory at 9:30 a.m. on 26 August 2017

    Warnings:
    Storm force winds in Nan'ao, Shanwei, south of Hong Kong and Shangchuan Dao. Gale force winds in Hong Kong adjacent waters.

    Weather Situation:
    At 9 a.m., Tropical Storm Pakhar with maximum sustained winds of about 65 kilometres per hour near its centre was located at 17.7 degrees north, 119.8 degrees east. It is forecast to move northwest at about 30 kilometres per hour across the northern part of the South China Sea and intensify gradually.

    The Airport Meteorological Office is responsible for monitoring hazardous weather and phenomena in the atmosphere that may affect the safety of aircraft operations within a designated airspace over the northern part of the South China Sea.     Tropical Cyclone Warnings

    Tropical Cyclone Warning Bulletin

    Here is the latest Tropical Cyclone Warning Bulletin issued by the Hong Kong Observatory.

    The Standby Signal, No. 1 was issued at 9:40 a.m.

    This means that a tropical cyclone now centred within about 800 kilometres of Hong Kong may affect us.

    At 10 a.m., Tropical Storm Pakhar was estimated to be about 750 kilometres southeast of Hong Kong (near 17.8 degrees north 119.5 degrees east) and is forecast to move northwest at about 30 kilometres per hour across the northern part of the South China Sea and intensify gradually.

    Pakhar is moving relatively fast towards the coast of Guangdong. Local winds are expected to strengthen gradually tonight and tomorrow. The Observatory will consider issuing the Strong Wind Signal No. 3 around this evening.

    According to the present track, Pakhar will be closest to Hong Kong during the day tomorrow (Sunday) and skirt within about 200 kilometres of the territory. Local weather will deteriorate significantly with squally heavy showers tomorrow. There may be flooding in low-lying areas. Seas will be rough with swells. Members of the public are advised to take precautions against strong winds and clear storm water drains to avoid flooding as soon as possible. Please also complete all clearing and recovery works in relation to Hato as early as possible.

    1. You are advised not to delay in taking all precautions to protect your home or property. Make sure now that all loose objects are secure. Porch furniture, flower pots and other objects likely to be blown away should be taken indoors. Check again and make sure all windows and doors can be securely locked.

    2. Storm water drains should be cleared of leaves and rubbish, this applies particularly to dwellers in low-lying areas.

    3. Engineers, architects and contractors should make sure that scaffoldings, hoardings and other temporary structures are secured.

    4. All small vessels including low power vessels and fishing vessels in open sea should seek shelter as soon as possible. Please take any precautions necessary for small vessels and secure them properly with moorings.

    5. If you are planning to visit Guangdong, Macau, any of the off-shore islands or remote parts of Hong Kong, you are reminded that changes in weather may affect your plans.

    6. Those who have definite duties during a tropical cyclone should now remain on call or contact their control centres from time to time.

    7. Listen to radio, watch TV or browse the Hong Kong Observatory's web site for information on the tropical cyclone.

    Tropical Cyclone Warning

    At 260000 UTC, Tropical Storm Pakhar (1714) with central pressure 995 hectopascals was centred within 90 nautical miles of one seven point five degrees north (17.5 N) one one nine point eight degrees east (119.8 E) and is forecast to move northwest at about 16 knots for the next 24 hours.

    Maximum winds near the centre are estimated to be 35 knots.

    Radius of over 33 knot winds 45 nautical miles.
    Radius of over 2 metre waves 120 nautical miles.

    Forecast position and intensity at 270000 UTC
    Two one point one degrees north (21.1 N)
    One one three point six degrees east (113.6 E)
    Maximum winds 60 knots.

    Forecast position and intensity at 280000 UTC
    Two two point nine degrees north (22.9 N)
    One zero nine point one degrees east (109.1 E)
    Maximum winds 35 knots.

    Dissipated over land.



    The Hong Kong Observatory's tropical cyclone warnings for shipping are issued about one and a half hours after the time of observation. They incorporate additional information derived from surface and upper-air data and may therefore be slightly different from the real-time satellite or radar-based positions given in the hourly bulletins for public.

    While the forecast positions and track indicate the most likely future path of the tropical cyclone, they may deviate from the actual path taken by the storm.

the UV intensity was Moderate.
The maximum UV index for yesterday was 12.
 

Yesterday's (25 Aug 2017) average ambient gamma radiation
dose rate taken outdoors in Hong Kong ranged from 0.08 to
0.14 microsievert per hour.  These are within the normal
range of fluctuation of the background radiation level in
Hong Kong (see Note). The average dose rates measured at the
radiation monitoring stations over various parts of the
territory were as follows :

    1. From readings taken at various locations in Hong Kong during
the period 1987-2016, the background ambient gamma radiation
levels may vary between 0.06 and 0.30 microsievert per hour.

    2. The extent of health effects to a person as a result of
exposure to radiation is expressed by a physical quantity
called equivalent dose, in unit of sievert.  Protective
action may be required if there is an increase in the
ambient gamma dose rate above background such that the total
additional dose is expected to exceed 5000 microsieverts in
a relatively short period of time. For example, a dose of
5000 microsieverts may be reached when the ambient gamma
dose rate is 1000 microsieverts per hour (several thousand
times above background) and lasts for 5 hours.

    3. The readings of ambient gamma radiation level from
instrument are expressed in unit of gray, which is
numerically equal to the gamma dose expressed in sievert.
