Tropical Cyclone Warnings

Bulletin issued at 16:45 HKT 26/Aug/2017

Tropical Cyclone Warning Bulletin

Here is the latest Tropical Cyclone Warning Bulletin issued by the Hong Kong Observatory.

The Standby Signal, No. 1 is in force.

This means that a tropical cyclone now centred within about 800 kilometres of Hong Kong may affect us.

At 5 p.m., Tropical Storm Pakhar was estimated to be about 540 kilometres southeast of Hong Kong (near 18.7 degrees north 117.6 degrees east) and is forecast to move northwest at about 30 kilometres per hour across the northern part of the South China Sea and intensify gradually.

Pakhar is moving relatively fast, but its location in the past few hours was relatively south of the forecast position. With Pakhar edging closer to the coast of Guangdong, local winds will strengthen progressively tonight to early morning tomorrow (Sunday). The Observatory will consider issuing the Strong Wind Signal No. 3 before midnight tonight.

According to the present track, Pakhar will be closest to Hong Kong during the day tomorrow and skirt within about 200 kilometres southwest of the territory. The need to issue the Gale or Storm Signal No. 8 will depend on the intensity change of Pakhar and its distance from Hong Kong.

Rainbands associated with Pakhar will progressively affect the coast of Guangdong. Local weather will deteriorate significantly with squally heavy showers tomorrow. There may be flooding in low-lying areas. Seas will be rough with swells. Members of the public are advised to take precautions against strong winds and clear storm water drains to avoid flooding as soon as possible. Please also complete all clearing and recovery works in relation to Hato as early as possible.

(Precautionary Announcements with No. 1 Signal)

1. You are advised not to delay in taking all precautions to protect your home or property. Make sure now that all loose objects are secure. Porch furniture, flower pots and other objects likely to be blown away should be taken indoors. Check again and make sure all windows and doors can be securely locked.

2. Storm water drains should be cleared of leaves and rubbish, this applies particularly to dwellers in low-lying areas.

3. Engineers, architects and contractors should make sure that scaffoldings, hoardings and other temporary structures are secured.

4. All small vessels including low power vessels and fishing vessels in open sea should seek shelter as soon as possible. Please take any precautions necessary for small vessels and secure them properly with moorings.

5. Listen to radio, watch TV or browse the Hong Kong Observatory's web site for information on the tropical cyclone.

Radius of over 2 metre waves 180 nautical miles.

Forecast position and intensity at 270600 UTC
Two one point nine degrees north (21.9 N)
One one two point zero degrees east (112.0 E)
Maximum winds 50 knots.

Forecast position and intensity at 280600 UTC
Two three point seven degrees north (23.7 N)
One zero seven point three degrees east (107.3 E)
Maximum winds 25 knots.

Forecast position and intensity at 290600 UTC
Dissipated over land.

The Hong Kong Observatory's tropical cyclone warnings for shipping are issued about one and a half hours after the time of observation. They incorporate additional information derived from surface and upper-air data and may therefore be slightly different from the real-time satellite or radar-based positions given in the hourly bulletins for public.

While the forecast positions and track indicate the most likely future path of the tropical cyclone, they may deviate from the actual path taken by the storm.

Hong Kong (see Note). The average dose rates measured at the
radiation monitoring stations over various parts of the
territory were as follows :

Note
  1. From readings taken at various locations in Hong Kong during the period 1987-2016, the background ambient gamma radiation levels may vary between 0.06 and 0.30 microsievert per hour.
  2. The extent of health effects to a person as a result of exposure to radiation is expressed by a physical quantity called equivalent dose, in unit of sievert. Protective action may be required if there is an increase in the ambient gamma dose rate above background such that the total additional dose is expected to exceed 5000 microsieverts in a relatively short period of time. For example, a dose of 5000 microsieverts may be reached when the ambient gamma dose rate is 1000 microsieverts per hour (several thousand times above background) and lasts for 5 hours.
  3. The readings of ambient gamma radiation level from instrument are expressed in unit of gray, which is numerically equal to the gamma dose expressed in sievert.
