Here is the latest weather bulletin issued by the Hong Kong Observatory.

The weather is generally fine over the coast of southeastern China this morning. Pakhar intensified from a tropical storm into a severe tropical storm today. The associated cloud band covered Guangdong gradually. Locally, it was mainly fine. The weather was very hot during the day apart from one or two showers in the afternoon and at night. Pakhar will move towards the coast of Guangdong gradually, bringing heavy squally showers to the south China coast in the next couple of days.

Weather forecast for Hong Kong (Sunday, 27 Aug 2017)

Strong northeasterly winds, strengthening gradually. Becoming southeasterly winds. Cloudy with occasional heavy squally showers and thunderstorms. Seas will be rough with swells. Temperatures will range between 26 and 30 degrees.

Outlook : There will still be showers at first on Monday. Weather will improve in the following couple of days.

    At 11 p.m., Severe Tropical Storm Pakhar with maximum sustained winds of about 90 kilometres per hour near its centre was located at 19.9 degrees north, 116.3 degrees east. It is forecast to move northwest at about 30 kilometres per hour towards the coast of Guangdong gradually.

    Tropical Cyclone Warnings

    Tropical Cyclone Warning Bulletin

    Here is the latest Tropical Cyclone Warning Bulletin issued by the Hong Kong Observatory.

    The Strong Wind Signal, No. 3 is in force.

    This means that winds with mean speeds of 41 to 62 kilometres per hour are expected.

    At 11 p.m., Severe Tropical Storm Pakhar was estimated to be about 350 kilometres southeast of Hong Kong (near 19.9 degrees north 116.3 degrees east) and is forecast to move northwest at about 30 kilometres per hour towards the coast of Guangdong gradually.

    Severe Tropical Storm Pakhar moves relatively fast and continues to edge closer to the coast of Guangdong. Strong winds are affecting offshore waters and high ground. According to the present track, Pakhar will be closest to Hong Kong tomorrow morning (Sunday), skirting within about 150 kilometres southwest of the territory. Unless Pakhar takes a more westerly track or weakens, the Observatory will consider issuing the Gale or Storm Signal No. 8 before 6 a.m. tomorrow.

    Squally showers are affecting Hong Kong under the influence of rainbands associated with Pakhar. There may be flooding in low-lying areas tomorrow. Seas will be rough with swells. Members of the public are advised to stay away from the shoreline and not to engage in water sports.

    In the past hour, the maximum sustained winds recorded at Cheung Chau Beach were 50 kilometres per hour with maximum gusts 66 kilometres per hour.

    (Precautionary Announcements with No. 3 Signal)

    1. You are advised not to delay in taking all precautions to protect your home or property. Make sure now that all loose objects are secure. Porch furniture, flower pots and other objects likely to be blown away should be taken indoors. Check again and make sure all windows and doors can be securely locked.

    2. Storm water drains should be cleared of leaves and rubbish, this applies particularly to dwellers in low-lying areas.

    3. Fishing vessels not yet in typhoon shelters should seek shelter without delay. Check again that all deck fittings are firmly fastened. If available, heavy anchors should be prepared and used in addition to regular anchors.

    4. Listen to radio, watch TV or browse the Hong Kong Observatory's web site for information on the tropical cyclone.

    Tropical Cyclone Warning

    Tropical Storm Pakhar (1714) has intensified into a Severe Tropical Storm with central pressure 984 hectopascals. At 261200 UTC, it was centred within 90 nautical miles of one nine point four degrees north (19.4 N) one one six point seven degrees east (116.7 E) and is forecast to move northwest at about 16 knots for the next 24 hours.

    Maximum winds near the centre are estimated to be 50 knots.

    Radius of over 33 knot winds 90 nautical miles.
    Radius of over 47 knot winds 60 nautical miles.
    Radius of over 2 metre waves 180 nautical miles.

    Forecast position and intensity at 271200 UTC
    Two two point five degrees north (22.5 N)
    One one zero point eight degrees east (110.8 E)
    Maximum winds 40 knots.

    Dissipated over land.



    The Hong Kong Observatory's tropical cyclone warnings for shipping are issued about one and a half hours after the time of observation. They incorporate additional information derived from surface and upper-air data and may therefore be slightly different from the real-time satellite or radar-based positions given in the hourly bulletins for public.

    While the forecast positions and track indicate the most likely future path of the tropical cyclone, they may deviate from the actual path taken by the storm.

Yesterday's (25 Aug 2017) average ambient gamma radiation
dose rate taken outdoors in Hong Kong ranged from 0.08 to
0.14 microsievert per hour.  These are within the normal
range of fluctuation of the background radiation level in
Hong Kong (see Note). The average dose rates measured at the
radiation monitoring stations over various parts of the
territory were as follows :

    1. From readings taken at various locations in Hong Kong during
the period 1987-2016, the background ambient gamma radiation
levels may vary between 0.06 and 0.30 microsievert per hour.

    2. The extent of health effects to a person as a result of
exposure to radiation is expressed by a physical quantity
called equivalent dose, in unit of sievert.  Protective
action may be required if there is an increase in the
ambient gamma dose rate above background such that the total
additional dose is expected to exceed 5000 microsieverts in
a relatively short period of time. For example, a dose of
5000 microsieverts may be reached when the ambient gamma
dose rate is 1000 microsieverts per hour (several thousand
times above background) and lasts for 5 hours.

    3. The readings of ambient gamma radiation level from
instrument are expressed in unit of gray, which is
numerically equal to the gamma dose expressed in sievert.
