Storm to hurricane force southeasterly winds at first. Winds will weaken gradually overnight. Becoming fresh to strong gradually tomorrow. Cloudy to overcast. There will be heavy squally showers, thunderstorms and swells. Seas will be phenomenal at first. Temperatures will range between 25 and 28 degrees.

Outlook : Showers easing off gradually and weather will improve in the following couple of days.

    Warnings:
    Hurricane force winds in Hong Kong adjacent waters, Shanwei, south of Hong Kong and Shangchuan Dao. Storm force winds in Nan'ao.

    Weather Situation:
    At 4 p.m., Severe Typhoon Mangkhut with maximum sustained winds of about 175 kilometres per hour near its centre was located near 21.8 degrees north, 113.3 degrees east. It is forecast to move west-northwest at about 30 kilometres per hour towards the coast to the west of the Pearl River Estuary.

    Tropical Cyclone Warning Bulletin

    Here is the latest Tropical Cyclone Warning Bulletin issued by the Hong Kong Observatory.

    The Hurricane Signal, No. 10, is in force.

    This means that winds with mean speeds of 118 kilometres per hour or more are expected.

    At 4 p.m., Severe Typhoon Mangkhut was centred about 110 kilometres west-southwest of Hong Kong (near 21.8 degrees north 113.3 degrees east) and is forecast to move west-northwest at about 30 kilometres per hour towards the coast to the west of the Pearl River Estuary.

    Mangkhut is now departing Hong Kong gradually and is forecast to make landfall over the coast to the west of the Pearl River Estuary around evening. However, destructive storm to hurricane force winds of Mangkhut are still affecting Hong Kong. The Hurricane Signal, No. 10 will remain in force in the next few hours.

    In the past hour, the maximum sustained winds recorded at Cheung Chau, Waglan Island and Tai Mei Tuk were 146, 135 and 130 kilometres per hour with maximum gusts 172, 160 and 168 kilometres per hour respectively.

    Under the influence of storm surge, the water level at Victoria Harbour has reached about 3.9 metres above chart datum; the water level at Tai O has also reached about 3.8 metres above chart datum. The high water level together with the heavy rain has caused severe flooding in low-lying areas.

    Mangkhut's intense rainbands are affecting Hong Kong, bringing frequent squalls and heavy rain. Sea will be phenomenal with swells. The Observatory makes a special appeal to the members of the public to stay in safe place indoor, and not to go outside.

    (Precautionary Announcements)

    1. Do not go outside. If you are reasonably protected, stay where you are. Do not touch electric cables that have been blown loose.

    2. Stay away from exposed windows and doors because glass, already under strain from wind pressure, will shatter easily if hit by a flying object. Make sure you have a safe place to shelter. You should only fix broken windows and doors when there is no danger in doing so.

    3. If the eye of the tropical cyclone passes directly over Hong Kong, there may be a temporary lull lasting from a few minutes to several hours. This will be followed by a sudden resumption of violent winds from a different direction. Remain where you are if protected and be prepared for destructive winds and the change in wind directions.

    4. People outdoors should find a safe place now and remain there until the danger is over.

    5. Flights at Hong Kong International Airport may be affected by the weather. Please contact your airline for the latest flight information before departing for the airport.

    Tropical Cyclone Warning

    At 160600 UTC, Severe Typhoon Mangkhut (1822) with central pressure 950 hectopascals was centred within 30 nautical miles of two one point five degrees north (21.5 N) one one three point six degrees east (113.6 E) and is forecast to move west-northwest at about 16 knots for the next 24 hours.

    Maximum winds near the centre are estimated to be 95 knots.

    Radius of over 33 knot winds 225 nautical miles.
    Radius of over 47 knot winds 120 nautical miles.
    Radius of over 63 knot winds 90 nautical miles.
    Radius of over 2 metre waves 330 nautical miles.

    Forecast position and intensity at 170600 UTC
    Two three point four degrees north (23.4 N)
    One zero seven point one degrees east (107.1 E)
    Maximum winds 35 knots.

    Dissipated over land.



    The Hong Kong Observatory's tropical cyclone warnings for shipping are issued about one and a half hours after the time of observation. They incorporate additional information derived from surface and upper-air data and may therefore be slightly different from the real-time satellite or radar-based positions given in the hourly bulletins for public.

    While the forecast positions and track indicate the most likely future path of the tropical cyclone, they may deviate from the actual path taken by the storm.
