Here is the latest weather bulletin issued by the Hong Kong Observatory.

The northeast monsoon is bringing cooler weather to the south China coast. Locally, temperatures over the territory this morning were generally about four degrees lower than those of yesterday. Besides, the area of low pressure over the southern part of the South China Sea is intensifying gradually. A tropical cyclone appears to be forming.

Weather forecast for today

It will be fine. Very dry during the day. The maximum temperature will be around 27 degrees. Moderate to fresh northerly winds.

Outlook : Dry and slightly cooler with sunny periods in the next couple of days.

Weather information for south China coastal waters issued by the Hong Kong Observatory at 9:30 a.m. on 29 October 2019

Weather Situation:
The northeast monsoon is affecting the south China coastal waters.

The area of low pressure over the southern part of the South China Sea has intensified into a tropical depression. At 9 a.m., the tropical depression with maximum sustained winds of about 45 kilometres per hour near its centre was located at 11.5 degrees north, 115.9 degrees east. It is forecast to move west-northwest at about 18 kilometres per hour in the general direction of the southern part of Vietnam.

Moderate to rough seas.

Nan'ao and Shanwei:
Northeast force 6 to 7.
Moderate to rough seas.

South of Hong Kong and Shangchuan Dao:

Tropical Cyclone Warning

An area of low pressure over the southern part of South China Sea has intensified into a Tropical Depression with central pressure 1002 hectopascals. At 290000 UTC, it was centred within 90 nautical miles of one one point four degrees north (11.4 N) one one six point zero degrees east (116.0 E) and is forecast to move west-northwest at about 10 knots for the next 24 hours.

Maximum winds near the centre are estimated to be 25 knots.

Radius of over 2 metre waves 120 nautical miles over northern semicircle, 60 nautical miles elsewhere.

One two point eight degrees north (12.8 N)
One one one point eight degrees east (111.8 E)
Maximum winds 35 knots.

One three point one degrees north (13.1 N)

The Hong Kong Observatory's tropical cyclone warnings for shipping are issued about one and a half hours after the time of observation. They incorporate additional information derived from surface and upper-air data and may therefore be slightly different from the real-time satellite or radar-based positions given in the hourly bulletins for public.

While the forecast positions and track indicate the most likely future path of the tropical cyclone, they may deviate from the actual path taken by the storm.
