Here is the latest weather bulletin issued by the Hong Kong Observatory.

A dry northeast monsoon affected southern China yesterday. Meanwhile, a band of clouds covered the coast of Guangdong and the northern part of the South China Sea. Locally, the weather became cooler yesterday morning. Temperatures over the territory were generally around four degrees lower than those of the day before. There were sunny periods during the day. Under the influence of the monsoon, it will be windy and slightly cooler over the south China coast in the next couple of days.

Besides, the area of low pressure over the southern part of the South China Sea intensified into a tropical depression yesterday. At 11 p.m. last night, the tropical depression was centred about 660 kilometres east-southeast of Da Nang. It is forecast to move west at about 18 kilometres per hour in the general direction of the southern part of Vietnam.

Weather forecast for Hong Kong (Wednesday, 30 Oct 2019)

Mainly cloudy. The minimum temperature will be about 21 degrees in the urban areas, and a couple of degrees lower in the New Territories. Dry with bright periods during the day with a maximum temperature of around 26 degrees. Moderate to fresh east to northeasterly winds, occasionally strong offshore later.

Outlook : Windy with sunny periods in the following couple of days. It will be slightly cooler in the morning and at night.

    The northeast monsoon is affecting the south China coastal waters.

    At 11 p.m., the tropical depression over the southern part of the South China Sea with maximum sustained winds of about 45 kilometres per hour near its centre was located at 12.8 degrees north, 113.3 degrees east. It is forecast to move west at about 18 kilometres per hour in the general direction of the southern part of Vietnam.

    Tropical Cyclone Warning

    At 291500 UTC, Tropical Depression over the southern part of South China Sea with central pressure 1002 hectopascals was centred within 90 nautical miles of one two point eight degrees north (12.8 N) one one three point two degrees east (113.2 E) and is forecast to move west at about 10 knots for the next 24 hours.

    Maximum winds near the centre are estimated to be 25 knots.

    Radius of over 2 metre waves 150 nautical miles over northern semicircle, 60 nautical miles elsewhere.

    One two point nine degrees north (12.9 N)
    One zero nine point three degrees east (109.3 E)
    Maximum winds 35 knots.
