II.  SYNOPSIS OF THE WEATHER SITUATION :
     THE INTENSE NORTHEAST MONSOON ASSOCIATED WITH A
     COLD FRONT IS AFFECTING THE SOUTH CHINA COASTAL
     AREAS.
     AT 11 P.M. LAST NIGHT, TYPHOON PHANFONE WAS
     CENTRED AT 14.0 DEGREES NORTH, 117.5 DEGREES
     EAST. IT IS FORECAST TO MOVE WEST-NORTHWEST AT
     ABOUT 5 KNOTS ACROSS THE CENTRAL PART OF THE
     SOUTH CHINA SEA.
