     THE NORTHEAST MONSOON IS AFFECTING THE COASTAL
     AREAS OF GUANGDONG.
     TYPHOON PHANFONE HAS WEAKENED INTO A SEVERE
     TROPICAL STORM. AT NOON, PHANFONE WAS CENTRED AT
     15.0 DEGREES NORTH, 116.7 DEGREES EAST. IT IS
     FORECAST TO MOVE WEST-NORTHWEST AT ABOUT 5 KNOTS
     ACROSS THE CENTRAL PART OF THE SOUTH CHINA SEA.
