     STRONG WINDS AND SEV TURB.
II.  SYNOPSIS OF THE WEATHER SITUATION :
     THE NORTHEAST MONSOON IS AFFECTING THE COASTAL
     AREAS OF GUANGDONG.
     TROPICAL STORM PHANFONE HAS WEAKENED INTO A
     TROPICAL DEPRESSION.
     AT 9 A.M., PHANFONE WAS CENTRED AT 14.5 DEGREES
     NORTH, 114.9 DEGREES EAST. IT IS FORECAST TO
     MOVE WEST AT ABOUT 8 KNOTS ACROSS THE CENTRAL
     PART OF THE SOUTH CHINA SEA AND DISSIPATE
     GRADUALLY TODAY.
