     THE NORTHEAST MONSOON IS AFFECTING THE COASTAL
     AREAS OF GUANGDONG.
     AT 4 P.M., TROPICAL DEPRESSION PHANFONE WAS
     CENTRED AT 14.5 DEGREES NORTH, 113.5 DEGREES
     EAST. IT IS FORECAST TO MOVE WEST AT ABOUT 8
     KNOTS ACROSS THE CENTRAL PART OF THE SOUTH CHINA
     SEA AND DISSIPATE GRADUALLY.
