II.  SYNOPSIS OF THE WEATHER SITUATION :
     THE NORTHEAST MONSOON IS AFFECTING THE SOUTH
     CHINA COASTAL AREAS.
     THE TROPICAL DEPRESSION OVER THE CENTRAL PART OF
     THE SOUTH CHINA SEA HAS INTENSIFIED INTO A
     TROPICAL STORM AND WAS NAMED LINFA. 
     AT 3 A.M., LINFA WAS LOCATED AT 14.6 DEGREES
     NORTH, 110.7 DEGREES EAST. IT IS FORECAST TO
     MOVE WEST AT ABOUT 10 KNOTS TOWARDS THE CENTRAL
     PART OF VIETNAM.
