     THE NORTHEAST MONSOON IS AFFECTING THE SOUTH
     CHINA COASTAL AREAS. BESIDES, AN AREA OF LOW
     PRESSURE OVER THE CENTRAL PART OF THE SOUTH
     CHINA SEA IS BRINGING UNSETTLED WEATHER TO THE
     REGION.
