     THE NORTHEAST MONSOON IS AFFECTING THE SOUTH
     CHINA COASTAL AREAS.
     AT 4 PM.., TYPHOON SAUDEL WAS LOCATED AT 17.2
     DEGREES NORTH, 115.9 DEGREES EAST. IT IS
     FORECAST TO MOVE NORTHWEST SLOWLY ACROSS THE
     CENTRAL PART OF THE SOUTH CHINA SEA.
