     THE NORTHEAST MONSOON IS AFFECTING THE SOUTH
     CHINA COASTAL AREAS.
     AT 9 A.M., TYPHOON SAUDEL WAS LOCATED AT 17.7
     DEGREES NORTH, 115.2 DEGREES EAST. IT IS
     FORECAST TO MOVE WEST OR WEST-NORTHWEST SLOWLY
     ACROSS THE CENTRAL PART OF THE SOUTH CHINA SEA.
