     THE NORTHEAST MONSOON IS AFFECTING THE SOUTH
     CHINA COASTAL AREAS.
     AT NOON, TYPHOON SAUDEL WAS LOCATED AT 17.8
     DEGREES NORTH, 114.9 DEGREES EAST. IT IS
     FORECAST TO MOVE WEST AT ABOUT 5 KNOTS ACROSS
     THE CENTRAL PART OF THE SOUTH CHINA SEA AND
     TOWARDS THE VICINITY OF HAINAN ISLAND AND THE
     CENTRAL PART OF VIETNAM.
