     THE NORTHEAST MONSOON IS AFFECTING THE SOUTH
     CHINA COASTAL AREAS.
     
     AT 3 A.M., SUPER TYPHOON GONI WAS LOCATED AT
     13.7 DEGREES NORTH, 124.7 DEGREES EAST. IT IS
     FORECAST TO MOVE WEST AT ABOUT 12 KNOTS IN THE
     GENERAL DIRECTION OF LUZON.
