II.  SYNOPSIS OF THE WEATHER SITUATION :
     THE NORTHEAST MONSOON IS AFFECTING THE SOUTH
     CHINA COASTAL AREA.
     
     SEVERE TROPICAL STORM GONI HAS WEAKENED INTO A
     TROPICAL STORM.
     AT 9 A.M., GONI WAS LOCATED AT 14.7 DEGREES
     NORTH, 118.5 DEGREES EAST. IT IS FORECAST TO
     MOVE WEST AT ABOUT 10 KNOTS ACROSS THE CENTRAL
     PART OF THE SOUTH CHINA SEA.
