     THE NORTHEAST MONSOON IS AFFECTING THE SOUTH
     CHINA COASTAL AREA.
     AT NOON., TROPICAL STORM GONI WAS LOCATED AT
     14.7 DEGREES NORTH, 115.0 DEGREES EAST. IT IS
     FORECAST TO MOVE WEST-SOUTHWEST AT ABOUT 6 KNOTS
     ACROSS THE CENTRAL PART OF THE SOUTH CHINA SEA.
