II.  SYNOPSIS OF THE WEATHER SITUATION :
     THE NORTHEAST MONSOON IS AFFECTING THE SOUTH
     CHINA COASTAL AREAS.
     AT 11 P.M. LAST NIGHT, SEVERE TROPICAL STORM
     ATSANI WAS LOCATED AT 20.5 DEGREES NORTH, 123.5
     DEGREES EAST. IT IS FORECAST TO MOVE WEST AT
     ABOUT 11 KNOTS TOWARDS THE LUZON STRAIT.
     MEANWHILE, TROPICAL STORM GONI WAS LOCATED AT
     14.0 DEGREES NORTH, 110.7 DEGREES EAST. IT IS
     FORECAST TO MOVE WEST AT ABOUT 5 KNOTS TOWARDS
     THE CENTRAL PART OF VIETNAM.
