     THE NORTHEAST MONSOON IS AFFECTING THE SOUTH
     CHINA COASTAL AREAS.
     AT  4 P.M., TROPICAL STORM ETAU WAS LOCATED AT
     12.4  DEGREES NORTH, 108.9 DEGREES EAST. IT IS
     FORECAST TO MOVE WEST AT ABOUT  8 KNOTS ACROSS
     INDO-CHINA AND DISSIPATE GRADUALLY.
