II.  SYNOPSIS OF THE WEATHER SITUATION :
     THE NORTHEAST MONSOON IS AFFECTING THE SOUTH
     CHINA COASTAL AREAS.
     AT NOON., SEVERE TROPICAL STROM VAMCO WAS
     LOCATED AT 17.4 DEGREES NORTH, 107.0 DEGREES
     EAST.  IT IS FORECAST TO MOVE WEST-NORTHWEST AT
     ABOUT  8 KNOTS TOWARDS THE CENTRAL PART OF
     VIETNAM AND WEAKEN.
