     STRONG WINDS AND SEV TURB.
II.  SYNOPSIS OF THE WEATHER SITUATION :
     THE NORTHEAST MONSOON IS AFFECTING THE SOUTH
     CHINA COASTAL AREAS.
     SEVERE TROPICAL STORM VAMCO HAS WEAKENED INTO A
     TROPICAL STORM.
     AT 7 P.M.., VAMCO WAS LOCATED AT 18.1 DEGREES
     NORTH, 105.8 DEGREES EAST.  IT IS FORECAST TO
     MOVE WEST AT ABOUT  8 KNOTS TOWARDS THE CENTRAL
     PART OF VIETNAM AND DISSIPATE.
