I.   SIGNIFICANT WEATHER WITHIN 100 KILOMETER RADIUS OF H.K :
     STRONG WINDS AND SEV TURB.
II.  SYNOPSIS OF THE WEATHER SITUATION :
     THE WINTER MONSOON IS AFFECTING THE COASTAL
     AREAS OF GUANGDONG.
     BESIDES, THE AREA OF LOW PRESSURE NEAR THE
     SOUTHERN PART OF THE PHILIPPINES HAS INTENSIFIED
     INTO A TROPICAL DEPRESSION. AT 5 A.M., THE
     TROPICAL DEPRESSION WAS LOCATED AT 10.4 DEGREES
     NORTH, 117.2 DEGREES EAST. IT IS FORECAST TO
     MOVE WEST-NORTHWEST AT ABOUT 8 KNOTS ACROSS THE
     SOUTHERN PART OF THE SOUTH CHINA SEA.
