     STRONG WINDS, SEV TURB AND SEV GUSTS.
II.  SYNOPSIS OF THE WEATHER SITUATION :
     THE WINTER MONSOON IS AFFECTING THE COASTAL
     AREAS OF GUANGDONG. 
     AT 4 P.M., THE TROPICAL DEPRESSION KROVANH  WAS
     LOCATED AT 10.7 DEGREES NORTH, 114.3 DEGREES
     EAST. IT IS FORECAST TO MOVE  WEST OR
     WEST-SOUTHWEST AT ABOUT 10 KNOTS TOWARDS THE
     VICINITY OF SOUTHERN VIETNAM.
