II.  SYNOPSIS OF THE WEATHER SITUATION :
     AT 9 A.M., THE TROPICAL DEPRESSION OVER THE
     NORTHERN PART OF THE SOUTH CHINA SEA WAS CENTRED
     NEAR 20.8 DEGREES NORTH, 113.2 DEGREES EAST AND
     IS FORECAST TO REMAIN ALMOST STATIONARY AT
     FIRST, THEN MOVE NORTHWEST OR NORTH-NORTHWEST
     SLOWLY LATER, EDGING CLOSER TO THE COAST OF
     WESTERN GUANGDONG GRADUALLY.
