II.  SYNOPSIS OF THE WEATHER SITUATION :
     PRESSURE IS RISING OVER THE NORTHERN PART OF
     SOUTHERN CHINA. AN INTENSE NORTHEAST MONSOON IS
     EXPECTED TO REACH THE COASTAL AREAS OF SOUTHERN
     CHINA THIS MORNING. SUPER TYPHOON RAI HAS
     WEAKENED INTO A SEVERE TYPHOON. AT 1 A.M., RAI
     WAS LOCATED AT 10.2 DEGREES NORTH, 122.7 DEGREES
     EAST, IT IS FORECAST TO MOVE WEST AT ABOUT 28
     KILOMETRES PER HOUR ACROSS THE PHILIPPINES AND
     ENTER THE SOUTHERN PART OF THE SOUTH CHINA SEA.
