     STRONG WINDS AND SEV TURB.
II.  SYNOPSIS OF THE WEATHER SITUATION :
     TROPICAL STORM RAI HAS WEAKENED INTO A TROPICAL
     DEPRESSION.
     AT 6 A.M., RAI WAS LOCATED AT 20.4 DEGREES
     NORTH, 113.5 DEGREES EAST. IT IS FORECAST TO
     MOVE NORTHEAST OR EAST-NORTHEAST AT ABOUT 12
     KNOTS PER HOUR ACROSS THE NORTHERN PART OF THE
     SOUTH CHINA SEA AND CONTINUE TO WEAKEN.
