II.  SYNOPSIS OF THE WEATHER SITUATION :
     THE NORTHEAST MONSOON IS AFFECTING THE SOUTH
     CHINA COASTAL AREAS.
     AT NOON., THE TROPICAL DEPRESSION OVER THE SEAS
     EAST OF THE PHILIPPINES WAS CENTRED NEAR 17.1
     DEGREES NORTH, 126.1 DEGREES EAST. IT IS
     FORECAST TO MOVE NORTHEAST AT ABOUT  10 KNOTS IN
     THE GENERAL DIRECTION OF THE SEAS SOUTH OF THE
     RYUKYU ISLANDS.
