II.  SYNOPSIS OF THE WEATHER SITUATION :
     AN EASTERLY AIRSTREAM IS AFFECTING THE SOUTH
     CHINA COASTAL AREAS. BESIDES, AN AREA OF LOW
     PRESSURE IS BRINGING UNSETTLED WEATHER TO THE
     CENTRAL PART OF THE SOUTH CHINA SEA, AND IS
     EXPECTED TO DEVELOP GRADUALLY INTO A TROPICAL
     CYCLONE.
